摘要

The risk factors of prevalent noninfectious chronic disease (NCD) include smoking, physical inactivity, unhealthy diets, harmful drinking. The overall effect of prevention and control of NCD is not obvious. This paper analyzes the current NCD prevention and control in China, and proposed preferred strategies on NCD prevention and control in the context of New Health Care Reform, drawing on international experience. It is believed that the establishment of a higher-level coordination group for NCD prevention and control is very important. Collaborative management should be achieved in public health. Law-intervention strategies should be implemented with the focus being placed on the reduction of NCD-related risk factors. The focus of NCD prevention and control should be shifted to strengthen the building of the primary health care institutions and NCD hospital construction. General practice training need to be reinforced and economic incentives should be performed to incite practicing (assistant) doctors in primary health care institutions to provide qualified health care. Finally, traditional Chinese medicine, as a cost-effective strategy, plays an active role in NCD prevention and control.
