The city being a political, economical and cultural center is generally characterized by some elements that significantly concern the public security,e. g. a thick population, complicated infrastructures, and the extraordinary social psychological effect of the city. With the occurrence of such calamities as SARS, 9/11, Wenchuan Earthquake, and common water pollution accidents, the issue of urban public security has now become a frequent target for researches of both urban problems and urban planning
