摘要

Accident prevention is essential to air carriers due to the high cost of accidents. Nonetheless, the investigations usually indicate poor operational risk management in the accidents’ chains of events. Due to the constraints of information and time, risk is usually unseen on a daily basis, which highlights the urgent need of a practical risk management tool. The purpose of the paper is to present a model useful to identify degraded safety areas before accidents occur, so corrective actions can be taken beforehand. The model is a cost-effective, proactive approach to flight safety. For developing the model, three research questions were formulated and answered. By documentary research, 30 risk factors and 25 key safety resources were identified and then investigated through a survey to pilots selected from a stratified sampling. The study resulted in Bastos’ Risk Management Model for On-Demand operators (BRIMODA), a decision-making aid tailored for managing the operational risk in aviation, but whose fundamentals can be useful for any risk management effort, even those outside the aviation industry.
