An independent study was conducted on the proposed WestrnAfrican Gas Pipeline (WAGP) to evaluate the project in therncontext of the Clean Development Mechanism (CDM) underrnthe Kyoto Protocol of the United Nations FrameworkrnConvention on Climate Change. This project would utilize byproductrnnatural gas from petroleum-producing operations inrnNigeria to provide clean energy for development. Oncernoperational, WAGP would help eliminate significant levels ofrngas flaring in Nigeria and would directly replace crude oil–rnbased fuel with clean-burning natural gas in power plants inrnBenin, Togo and Ghana. It could also provide an indirectrnreduction in high-carbon fuels such as firewood or charcoalrnbriquettes as end users take advantage of additional powerrngeneration. A preliminary assessment of project impactsrnshows that greenhouse gas emissions may be reduced byrnapproximately 100 million tons (as CO2 equivalents) over arn20-year period compared to the expected emissions that wouldrnoccur during the same period without WAGP. Actualrnemissions reduction would ultimately depend on the volumernof gas contracted and delivered to the region. WAGP also hasrnthe potential to bring other environmental benefits, andrnpromotes sustainable development objectives in the hostrncountries. The project appears to meet currently foreseeablernrequirements for CDM and provides some insights concerningrnissues facing ongoing negotiations on rules and modalities ofrnCDM.
