Beyond the myth: Policy issues concerning the informal sector.

The informal sector forms a large part of the economies of many developing and transition countries. Within the scope of my dissertation, I looked at various policy aspects concerning the informal sector.;Chapter 1 builds on a job creation and job destruction model examining the distinct impact of export-promoting and import-competing sectors on the informal sector, as a result of trade liberalization. The panel evidence of 145 countries shows that a higher volume of exports reduces the informal sector, but a higher volume of imports does the opposite. Overall, I find that a feasible environment with fewer bureaucratic requirements for trade openness, coupled with a flexible labor market structure, diminishes the size of the informal sector.;In chapter 2 using a panel of 83 countries, I find that the density of formal small firms is higher where business regulations are less strict. The informal sector is also smaller if the density of formal small firms is higher and business regulations are less strict. My third chapter empirically examines a cross-sectional framework of 103 Italian provinces. There exists a robust negative relationship between the informal employment share and income level and a negative relationship between the average size of a formal firm and the share of informal labor. The negative relation between informal labor and formal firm size and also between income level and informal labor holds after controlling for the high spatial concentration across Italian provinces. This emphasizes the consideration of both institutional as well as geographic spillover aspects in a policy to lower the regional disparity in Italy. In the final chapter, I empirically examine the relationship between reforms and different segments of the informal economy. Using a panel of 13 Latin American countries for the period 1990 to 2004, I find evidence that employment in both formal public and formal private sectors grows with an increase in trade volume.;Overall findings suggest an open environment with fewer macroeconomic and bureaucratic barriers is more conducive to firm-level productivity growth in a formal environment meeting proper labor legislation and social welfare requirements.
