The legal validity of environmental criteria involves three aspects:the first one is the position of environmental criteria in the environmental law system of our country;the second one is as the specific environmental criteria whether has the normative validity and the implementation way;the third one is how the specific environmental criteria for effectiveness in practice. Although the resear-ches in theory get the same conclusion, judicial practice demonstrates various trends referring to the validity of environmental criteria. Studying these differences can contribute to the development of the environmental law in theory and practice.%环境标准的法律效力涉及三个层面的问题：一是环境标准在我国环境法律体系中的效力定位；二是作为具体的环境标准是否具有规范效力及其实施方式；三是环境标准效力的具体法律实现。在这三个问题上，尽管学界达成了相对统一的认识，但行政执法和司法实践的相关动向却展示出不同的趋势和取向。梳理这些差异，有助于深化对环境标准与环境法关系的认识，推动我国环境法治科学发展。
