基于工作分析的社区卫生服务团队公共卫生人力资源配置研究

摘要

目的 预测社区卫生服务团队公共卫生人员的需要数量,探讨社区卫生服务机构人员配置中存在的问题,并提出改进建议.方法 选取北京市某社区卫生服务中心的8个社区卫生服务团队中全部8名公共卫生人员作为研究对象,利用工作分析方法中实地观察、自我记录、访谈分析等,结合统计分析方法,确定可量化工作项目、一年工作量、工作时间、工作饱和度等,进而计算出一年工作时间,利用改良后的卫生人力需求法计算公式,预测出公共卫生人员需要数量.结果 该社区卫生服务中心应当配备公共卫生人员17人,现有人员8名,人员需求指数为0.47.结论 该社区卫生服务中心人员配置不足,不能满足工作需要.应补充社区卫生服务团队公共卫生人员缺口;同时对现有人员进行相关业务能力培训,加强岗位服务水平,在一定程度上缓解人员数量不足带来的压力.%Objective To predict the needed numbers of community public health personnel, investigate the existing problems of personnel allocation in community health service institutions, and put forward suggestions for improvement. Methods All of the eight public health workers of all the 8 community health service teams in a community health service center in Beijing were recruited as the subjects. The field observation, self recording, and interview analysis of the methods of job analysis were used , in combination with statistical analysis, to determine the quantifiable work items, and workload, work time and work saturation in one year, and further to calculate one year's working time. Then the improved formula of health manpower demand was applied to predict the public health personnel needed. Results The community health service center should be equipped with 17 public health workers, and there are 8 now. The personnel demand index is 0. 47. Conclusion The numbers of community public health personnel in the community health service center are not enough, which can not meet the working need. It is necessary to fill in the gaps in public health personnel, at the same time, conduct training on relevant professional abilities, and enhance the level of service occupation, and thus, to a certain extent, to relieve the stress resulted from shortage of personnel quantity.
