上海市残疾人薪酬调查分析

         

摘要

In this study, a special survey is undertaken by Shanghai Disabled Persons' Federation, the result of which reflected a mixed situation of payment. The study shows that in spite of being employed, the salary of the disabled is obviously lower than that of the physically healthy even in the same profession. Educational levels, professional skills and distributions are the main factors causing the prejudice against the employment of the disabled. To solve this problem, it’s crucial to initiate the following three principles: promoting common prosperity as the goal; paying more attention to fairness; sharing the fruit of development. The study also proposes a steady increase of the educational level, solid enhancement of professional skills of persons with disabilities, gradually establishing a multi-level income security system, constantly improving the government's monitoring of salary for the disabled, strengthening the integration of persons with disabilities in major industries, and actively developing high-tech work posts and providing the related decision-makers with useful suggestions.%通过对上海市就业残疾人的专项问卷调查,反映其职工薪酬状况。结果显示残疾人虽实现劳动就业,但较社会同行业收入水平仍明显偏低。文化程度、技能等级、行业分布等都是残疾人工资歧视的重要影响因素。倡导以共同富裕为目标、再分配更注重公平、共享发展成果为三大原则,提出稳步提高残疾人受教育程度、扎实提升残疾人职业技能水平、逐步建立多层次收入保障制度、不断健全政府对残疾人工资的监控指导、持续加强残疾人在各大行业融合度、积极开发适于残疾人的高技术、专有技能岗位等具体的对策建议,给相关部门作为决策的参考。
