基层卫生院人力资源管理问题分析--以河南省乡镇卫生院为例

         

摘要

The survey was carried out with 350 township hospitals of the 18 cities in Henan Province to establish database and to get the first hand information. Due to the long-term influence of the urban-rural dual system and township hospitals continuing to shrink,medical service network in rural area is not functioning properly. At the same time,as the township hospital personnel shortage with low quality is not high,it is difficult to meet the growing demand for health services,and it will also influence the sustainable development of new rural cooperative medical care. The analysis results show that in order to solve the problems of human resource management of township health centers,we showd establish an incentive mechanism,medical graduates employment guidance to the township hospitals, change the situation of low degree,professional and technical personnel shortage,carry out the humanized management, ultimately promote the rapid development of township enterprise.%对河南省18个地市350家乡镇卫生院展开问卷调查,建立数据库,进行数据分析获取第一手资料。结果发现:由于长期受城乡二元结构体制的影响,乡镇卫生院不断萎缩,农村三级医疗服务很难发挥作用;同时由于乡镇卫生院卫生人才数量不足、素质不高,难以满足日益增长的卫生服务需求,也影响着新型农村合作医疗的可持续发展。分析结果认为:要解决乡镇卫生院人力资源管理问题,应建立激励机制,引导医学专业毕业生到乡镇卫生院就业,以弥补乡镇卫生院从业人员学历低、专业技术人员不足的现状;开展人性化管理,最终促进乡镇卫生事业的快速发展。
