基于SEC综合评价体系的输电网规划决策方法

         

摘要

Transmission network planning is an important part of power system planning, and rational planning of power grid structure is important for the safe and stable operation of power system. Comprehensive evaluation the safety, efficiency and life cycle cost, a novel transmission network planning evaluation method was proposed in this paper. , which combined the concept of whole life cycle cost (LCC) to evaluate the transmission network planning scheme from some aspects. And the comprehensive evaluation index system and the detailed evaluation model of safety (S), efficiency (E) and LCC(C) for the transmission network planning scheme were established, including power grid security index model, power grid cost index model and power grid benefit index model. And then, the traditional cost-effectiveness ratio method was improved, and the optimal decision method based on comprehensive optimization of safety, efficiency and life cycle cost was proposed. Finally, taking the actual transmission network as an example, the validity and feasibility of the grid planning evaluation system and its decision method based on SEC comprehensive evaluation system were verified.%输电网规划是电力系统规划的重要组成部分,合理规划电网结构对电力系统安全稳定运行至关重要.综合评价安全性、效益和全寿命周期成本,提出一种新的输电网规划评估方法.首先,结合全寿命周期成本(LCC)的概念,从多个方面评价输电网规划方案,建立针对输电网规划方案的安全(S)、效益(E)和全寿命周期成本(C)的SEC综合评价指标体系及详细评估模型,具体包括电网安全指标模型、电网成本指标模型和电网效益指标模型.然后,改进传统的费用效能比较方法,提出基于安全、效能、全寿命周期成本综合最优的决策方法.最后,以某地区实际输电网为例,验证了基于SEC综合评价指标的电网规划评价体系及其决策方法的有效性和可行性.
