In 21st Century,China's higher education has entered the stage of popular education, and improving the quality has become an important task of higher education development. At present , the state and the college all attach great importance to the evaluation and assessment to quality of teaching. It seems particularly important how to evaluate the teachers ' teaching effectiveness scientifi-cally,reasonably,fairly and accurately,according to the characteristics of the college. Through the analysis of the problems in the evaluation mechanism on University Teachers ' teaching effectiveness of current , new mechanism of University Teachers' teaching effect evaluation is explored,combined with Kirk-patrick's four level evaluation training model.%21世纪,我国高等教育已进入大众化教育阶段,提高质量已成为高等教育发展的重要任务.目前从国家到各高校都十分重视教学质量的评估和考核. 如何根据高校的特点科学、合理、公正、准确地评估教师的教学效果就显得尤为重要. 通过对现行高校教师教学效果评估机制存在问题的分析,结合柯氏四级培训评估模型对高校教师教学效果评估新机制进行了探索.
