The science and technology planning of libraries is the comerstone of the technology development of libraries. Its process includes the project preparation stage, the technology route planning stage and formulating implementation planning stage. The assessment of the science and technology planning of libraries should focus on the investment necessity, technical feasibility, financial feasibility, organizational feasibility and effectiveness feasibility. When formulating the science and technology planning, libraries should obey the library strategic planning, have clear direction; be in line with the library actual situation, and meet the need of the external technical environment; be oriented to users' needs, and take improving the management and service level of libraries as the precondition; avoid the redundant construction, and think from the overall situation; highlight the planning pdodty.%图书馆科技规划是图书馆技术发展的基石，其过程主要包括项目准备阶段、技术路线规划和制定实施计划3个阶段。在对图书馆科技规划评估时必须注重投资必要性、技术可行性、资金可行性、组织可行性、效益可行性。图书馆在制订科技规划时应服从图书馆战略规划，有明确的方向；符合本馆实际。顺应外部技术大环境的需求；以用户需求为导向，以提高图书馆的管理和服务水平为前提；避免重复建设，从全局出发；突出规划重点。
