This paper outlines the relation between the social education and public library that strengthens the important role as the core carrier of social education .From the practice this paper analyzes the advantages and disadvantages of public library in the process to achieve the function of social education .The paper points out the advantages of brand , resource , system and plat-form and the lack of marketing ability , resource utilization , overall layout and professional ability .Finally by studying the case of foreign library some suggestions to achieve the social education function are put forward.%文章概述了社会教育和公共图书馆之间的关系，进一步强化了公共图书馆作为社会教育核心载体的重要地位，并从实践出发，分析了公共图书馆在实现其社会教育职能过程中的优势和劣势。指出公共图书馆所存在的品牌、资源、体系和平台的优势，以及营销能力、资源利用、整体布局和专业能力等方面的不足，最后，借鉴国外图书馆的案例，对公共图书馆社会教育功能的实现提出了意见和建议。
