在政策工具和创新价值链的双重视角下,对选取的64份我国中央政府颁布的科技成果转化政策用内容分析法进行文本分析.根据样本的选择、分析框架的制定、分析单元的定义和统计分析等步骤层层展开,从政策工具和创新价值链2个维度分析我国科技成果转化政策在政策工具设计、搭配及构建中所存在的问题,并对未来更全面合理地制定科技成果转化政策给以政策指引,以期为科技成果转化政策的制定提供借鉴.%64 China's transformation policies of scientific and technological achievements are selected and analyzed through content analysis from the perspectives of policy tool and innovation value chain.According to the selection of the sample,the formulation of the analysis framework,the definition of the analysis unit and statistical analysis,in turn,the problems of China's transformation policies of scientific and technological achievements in the process of the design,collocation and construction of policy tool are analyzed from the perspectives of policy tool and innovation value chain.Policy guidance to the more comprehensive and rational development of the transformation policies of scientific and technological achievements in the future is given,which provides reference to the development of the transformation policies of scientific and technological achievements.
