摘要

Knowledge is a pivotal engine for organizational growth. Knowledge management can be used by an organization to develop human resources to gain a competitive edge in the market.This article identifies cases of knowledge management in the public sector, which is relatively little researched compared with the private sector. In particular, the case study of Busan Metropolitan City encompasses information technology, organizational culture, and human resource development. In addition, this article explores strategies for improving knowledge management practices in Busan.
