At the dawn of the public nuclear era in 1946, pioneers like L. Shepard understood that with this new power source the solar system would open up for human travel. In the same year the USSR refused the Baruch Plan that would have put all nuclear technology under United Nations control and with that decision the hope of fast development of space applications was gone.
