In a time of uncertainty, we always look to the past as a model. Why can't things be like they used to be? When we look at the increasing number of standards for digital broadcasting, we may yearn for the simple days gone by. In reality, though choices were fewer in the past, human nature has always been, well.., human nature. The ITU formed the International Consultative Radio Committee (CCIR) in 1948, with the clear objective of standardizing television throughout the world. The CCIR first met in 1949 in Zurich. They were faced with several proposals for television systems. The Chairman was Erik Esping from Sweden. In his report of that meeting (1) he says: "It was found impossible to reconcile the different interests. All were completely convinced that their own system was the best, and the only one worth considering. " Have you heard this since? Agreeing common standards was never easy - it always needed work and caused pain. But, in today's world where more and more organizations and nations have the economic and technical resources to develop standards, they are ever more valuable to the community. The age of convergence will be slower in coming, more confused, and more expensive, unless we really work at common standards. So, can we apply the scientific method that we use for technology, to the 'science' of the standardization process for broadcasting?
