South Korea has joined the small club of countries that offer tactical ballistic missiles for sale. Hanwha is promoting a weapon that may have completed development in a secretive program launched to give South Korea a long-range means of striking North Korean artillery. The unnamed missile must be one that served as a target in a test of the MSAM surface-to-air system. It has been under development in an acknowledged but otherwise tightly held program launched after tube artillery responded ineffectively to North Korea's shelling of the island of Yeonpeong in 2010. Development began no later than September 2012, when the Yonhap news agency reported that then-President Lee Myong-Bak had authorized the program launch. An army research institute estimated in 2013 that the program, including production, would cost 640 billion won ($556 million).
