Even a quick glance at the plans for the West County Connectors (WCC) project, in Orange County, California, would reveal why the initiative has been more than a decade in the making. The goal of the ambitious transportation project is to extend the high-occupancy vehicle (HOV) lanes on some of the busiest roadways in the country in an effort to encourage people to carpool. While that sounds simple enough, the project entails more than just a little road widening. It also requires the construction of two new bridges and the replacement of six, along with the expansion of a short tunnel. Adding to the challenges is the fact that all of the work must be done without significantly disrupting traffic.
