As part of the revised Waste Framework Directive (rWFD) the European Commission (EC) set out the requirement for member states to develop and establish a waste prevention programme by 12 December 2013. The key aims of the programme should set out objectives of waste prevention; describe existing measures for waste prevention and evaluate the usefulness of examples that are laid out in Annex IV of the rWFD; and determine appropriate specific qualitative or quantitative benchmarks for waste prevention measures. These requirements are the broad framework upon which member states develop and individualise their own waste prevention programmes. As of February 2014 England, Scotland and Wales have all published waste prevention programmes, and Northern Ireland is currently formulating its own. As a result, this comparison article will not include Northern Ireland, but will look at the major differences - and similarities - between those of England, Scotland and Wales.
