Writing a frank report, as Jiirgen Chrobog, Germany's man in Washington, did, is an ambassador's work. Leaking it is a fool's. Or a knave's? Mr Chro-bog's account of a meeting on March 29th between President George Bush and Chancellor Gerhard Schroder was full of more-than-frank comments by their aides. Made public, it has enraged Muammar Qaddafi and Yasser Arafat, alarmed Vladimir Putin and, worst, strained Germany's relations with the United States.
