Ever since the historic June summit between the leaders of North and South Korea, the world has been queuing up to welcome the once-reclusive northerner, Kim Jong Il, in from the cold. The Chinese actually beat the South Koreans to it. The Russian president, Vladimir Putin, made sure he was next. America's secretary of state, Madeleine Albright, will head for Pyongyang this coming weekend, trying to squeeze in a trip for Bill Clinton before he leaves office in January. Japan's prime minister is angling for an invitation. Shortly beforehand, the Europeans will have been talking up their supporting role in all this diplomacy, when the European Union's 15 met ten Asian counterparts for an Asia-Europe Meeting in the South Korean capital, Seoul. But words are cheap. When it comes to deeds, Europe's contribution to reducing the threat from across what is still the world's most heavily armoured border does not amount to much.
