The regulation that requires preflight briefings, 14 CFR §91.103, doesn't really discuss "briefings," although it implies some of the details that are good to have. Item (a) says: "For a flight under IFR or a flight not in the vicinity of an airport, weather reports and forecasts, fuel requirements, alternatives available if the planned flight cannot be completed, and any known traffic delays of which the pilot in command has been advised by ATC." That only covers a few items necessary for a decent IFR briefing, so the format of standard Flight Service briefings really is the best checklist.
