A number of key Malaysian Army procurement programmes have been postponed to the timeframe of the 10th Malaysia Plan (2011-2016) due to the Malaysian government's need to deal with the global financial crisis. However, according to Malaysian Army Chief General Tan Sri Muhammad Ismail Jamaluddin, this situation is understandable and the Malaysian Army continues to modernise. "We have to bear in mind the global financial crisis and would it be proper for us to spend a large amount of money on weapons when there is a need for money to be spent to offset the effects of the crisis?" Gen Tan Sri Ismail said. Among the programmes postponed were the 8×8 armoured fighting vehicle (AFV) replacement for the army's Sibmas and Condor armoured personnel carriers (APCs), the army's self-propelled artillery system programme and the replacement for the army's Star-burst manportable surface-to-air missile system.
