When General William Ward took the reins as the head of the new US Africa Command (AFRICOM) in October 2007, he accepted an unprecedented challenge: turning the classic regional command mission on its head. The three commands previously responsible for US military activity on the continent - US Central Command, US European Command and US Pacific Command - have for decades focused mainly on preparing for war in their respective areas of responsibility. However, Gen Ward's mandate is focused not on deterring and defeating aggression but on preventing conflict. AFRICOM's mission is to partner directly with African countries - but only when they ask for assistance - as well as other US agencies and allies to provide military-to-military training, logistics assistance and humanitarian aid in response to crises and natural disasters.
