The economic, ideological and demographic pressuresnin the aftermath of the 1973–74 oil crises led to the reas-nsessment of welfare states. Policy-makers looked acrossnborders for solutions to national problems. Thatnfueled the rapid growth of cross-national studies, mostnof which were descriptive and lacked well-deﬁned corenconcepts. Widely used terms like health reform,nmanaged competition or consumer-driven health carenare rarely deﬁned in any operational way. Often,npolicy as stated in government documents or lawndiffers from policies implemented.
