The challenge of justifying the CAP threatens to complicate it. Peter Dawson looks at the Commission's current thinking. A draft of the Commission's forthcoming communication on the CAP reform has been leaked. The paper sets out the challenges that a reformed CAP has to address. To some critics, the biggest challenge facing the CAP is finding a justification for the single farm payment and the CAP in general. In my view, there is an extremely powerful argument in favour of the single farm payment. I put it forward at a seminar held recently by the Westminster Food and Nutrition Forum. The proposition is that farmers need help to cope with volatility.
