The UK government wants Ofcom to provide back-up regulation to the UK's video-on-demand sector under a new co-regulatory regime. The Department for Culture, Media and Sport (DCMS) last week issued a consultation on the regulation of VOD as part of its work on implementing the European Union's Audiovisual Media Services Directive (AVMS), which replaces the old "Television Without Frontiers" directive (NMM October 10, 2007). The government has previously shown support for a co-regulatory regime in which industry self-regulation would be supported by legislation that allowed either government or Ofcom to intervene "as a last resort".
