摘要

I am a senior safety manager with years of experience in both private industry and government arenas. I am also a retired Air Force officer with many years of military safety experience. Throughout my career, I have found one thing to be universal in all areas of the safety field. I call it the "P&P factor"-people and politics. The P&P factor starts at the top, where legislative representatives respond to their constituents and to publicity opportunities to create changes that affect the environmental, health and safety (EHS) community. Sometimes, this leads to positive developments, such as creating OSHA; other times, the potential outcome is bad, such as past attempts to dismantle the agency.
