Is Charter School Competition in California Improving the Performance of Traditional Public Schools?

Advocates of charter school initiatives see their direct benefits in providing better education, as well as indirect benefits in creating competition with traditional public schools to enhance educational performance. Do charter schools in California create such indirect effects for those enrolled in traditional public schools? Ron Zimmer of Michigan State University and Richard Buddin of the RAND Corporation examine how traditional public school principals react to the introduction of charter schools and analyze whether competition from nearby charters affects achievement outcomes for students who remain in traditional public schools. Their results underscore that traditional public school principals feel little competitive pressure from charters. Similarly, charter competition has not improved the performance of traditional public schools. Despite rhetoric to the contrary, this essay suggests that the introduction of charter schools in California has had a minimal impact on traditional public schools.
