As the Director of Test Resource Management Center (TRMC) and the Deputy Assistant Secretary of Defense for Developmental Test and Evaluation DASD (DT&E) I've sought to change the way test and evaluation (T&E) is viewed, planned, executed, and analyzed within the acquisition community. I am taking this opportunity to summarize the efforts of the professionals who constitute the TRMC and the DASD (DT&E) organizations. Recognizing that change, especially cultural change, can be challenging, I have defined and implemented a set of initiatives. These initiatives fall into three general categories: (1) Test Planning Efficiency and Effectiveness, (2) Professionalism and Collaboration and (3) Specialty Engineering and T&E Improvement. What follows is a synopsis of each initiative and why I think each is important.
