摘要

One lesson of the present food crisis in many developing countries is that rapid agricultural growth is urgently needed to face the severe crisis currently escalating in these countries. Projections of future irrigation development over the next half century are exercises in "futurology". But the following is not speculation. Irrigated agriculture around the world, and especially in developing countries, faces extraordinary challenges in the coming decades. On the one hand, it has to provide a major share of the required increases in food and fibre production to meet the objectives of poverty alleviation and development. On the other hand, it is threatened by water shortages arising from accelerated competition of domestic, industrial and other water users. This situation is further worsened by dwindling financial resources available for capital expenditures as the costs of new irrigation schemes increase.
