Samples of heavy metal oxide glasses, (TeO2)(60) - (PbCl2)(40-x) . (PbF2)(x) where x is an element of <0; 40>, were prepared and characterized by absorption and photoluminescence spectroscopy. The role of F --> Cl substitution on optical and luminescence properties has been investigated. Selected samples were doped by Er using metal, chloride and oxide precursors. Photoluminescence spectra have been measured over a wide temperature range (4-300 K) and the role of multi-phonon transitions in mediating the inner 4f-4f electronic transitions was confirmed.
