China National Petroleum Corp. (CNPC) said on Tuesday that Niger's first refinery — a joint project between CNPC and the Niger gov- ernment — opened last week in the city of Zin- der. Its 20,000 b/d capacity will be fed entirely by crude from CNPC's new Agadem oil field. The Chinese state oil giant was awarded the Agadem Block in 2008, pledging invest- ment of $5 billion for an integrated project including upstream development, a refinery and associated pipelines (IOD Nov.3'11). CNPC, which sends the Agadem oil to the 20,000 b/d refinery via a 464 km pipeline, has also signed an agreement to build more roads for the integrated project.
