摘要

Children are important human capital of a nation, without which, a nation cannot prosper. Every child has the right to live in an environment that is free from neglect and maltreatment. However, this right is violated every day worldwide. In Malaysia, the high numbers of reported casesof child neglect and maltreatment represent only two percent of the actual number while the rest remains unreported. Existing literature on this social and public health issues have focused on risk factors, impact of abuse and adequacy of the law in protecting children from abuse, neglectand maltreatment. The paucity of literature on reporting policy of these social ills warranted the need for a narrative review of these cases. The aim of this paper then is to review literature and identify the reasons why the public are neither inclined nor reluctant to report suspected casesof child neglect or maltreatment. The findings and implications from the narrative review of literature will be described and discussed.
