Shell sees signifcant potential in Argentina's Vaca Muerta shale region, but high structural costs and policy concerns mean that it is investing at a slow pace. Vaca Muerta's costs have always been higher than those in North America, with sand and other inputs expensive and specialised services limited, Shell Argentina chief executive Sean Rooney says. Companies also have to contend with controlled oil prices, export taxes and a government penchant for direct inter-vention, including a freeze on pump prices, he says.
