The United States and the European Union are both claiming a Thursday ruling by the World Trade Organization's Appellate Body vindicates them in the long-running fight over subsidies to aircraft manufacturers. The Appellate Body ruled on the U.S. compliance with a 2012 Appellate Body decision that found subsidies provided to Boeing by U.S. entities were inconsistent with WTO rules. A 2017 compliance panel rejected 28 of 29 claims by the EU that U.S. subsidy programs were still not in compliance with the 2012 ruling, singling out a Washington state tax measure. Thursday's Appellate Body report overturned several of the compliance panel findings, but according to the Office of the U.S. Trade Representative, it did not find any U.S. programs - except for the Washington state tax measure - in violation of WTO rules.
