AT A PARTY gathering inSapporo in mid-March,candidates from the oppo-sition Democratic Party ofJapan declared their in-tention to take power and forge an admin-istration committed to "Change." Similarly,when Party President Ichiro Ozawa visitedYamagata, a rural prefecture in northernJapan, the message was "Change Yamaga-ta." In the run up to the general electionthat must be held by September of this year,the DPJ is borrowing heavily from theObama campaign. The party's argument issimple: Japan, like the United States, needsregime change, and only the Dm—and notthe incumbent Liberal Democratic Party—can be the catalyst for change in Japan.
