The importance of sewer extension costs for determining the value of future development on agricultural lands

This study examines the influence of sewer main extension costs on the suburban rent function in agricultural areas, and derives the exurban rent as a function of the suburban rent in the city boundary. It is demonstrated that the suburban rent gradient is much steeper outside the city boundary than previously stated. Suburban development on distant agricultural lands would require suburban households to travel farther to the city centre as has been well understood. However, in order to develop at suburban densities, the sewage effluent must also travel from this property to the existing sewer and water infrastructure at the city boundary. The additional costs for extending sewer main lines will comprise a significant component of the suburban rent function in outlying agricultural areas. Exurban development does not require the additional costs on sewer extension and, thus, is able to locate farther into the agricultural area. Hence, the value of development rights on a distant agricultural property is often more likely to be based on the potential for rural-residential development that can happen today rather than suburban development that may happen many decades into the future..
