The day before the annual meeting the OECD Expert Group for Accreditation met. This gr°up normally deals with the accreditation of field inspection and has set up an experiment similar to the one run by the EU. Traditionally OECD restricted itself toaccreditation tasks in relation to certification, i.e. field inspections. At this meeting, however, the group decided to think about extending the tasks to labelling, sampling and the accreditation of seed testing laboratories. The word "accreditation"may be a bit misleading in this context since it describes more a licensing/ monitoring system applicable to seed company laboratories. The idea is that besides the field inspection of its own crops, a company could also test its own seeds on behalf of the certification authority. The certification authority would - normally with the help of the national ISTA laboratory -issue the certificates needed based on the company's seed testing laboratory results. To guarantee the results obtained, the nationalcertification authority would re-test a certain amount (e.g. 5-15%) of all tests undertaken by the company laboratory in the framework of a strict monitoring system. There is a certain logic in thinking that if already field inspection is done by the companies (on behalf of the national authority) the seed testing - as a further step in the production chain - could also be done by the company.
