Federal funding levels for the large collage of resource protection, pro-grams administered by many agencies has changed a great deal over the past several years, and additional changes can be anticipated Now is a good time to look at past trends andconsider the future as legislative action on the FY2005 request is undertaken amid increasing concerns about the projected growth in federal debt levels and the approaching national election This discussion comments on changing funding levels for two ofthe larger program areas in natural resource protection efforts. Funding for one of the largest traditional natural resource protection programs, the Land and Water Conservation Fund (LWCF) increased through FY2001, before declining each of the subsequent years. Funding for LWCF also is tied to funding for a broader collection of resource protection programs known as the Conservation Spending Category (CSC), of which it is a major component In contrast, funding for agricultural resource conservation programs now is accelerating upward because of provisions in the 2002 farm bill.
