Congress is back in session today for a measly four weeks before House representatives and certain senators head back to their districts to campaign in a divisive political climate. With the potential for a massive lame duck session after the Nov. 2 elections looming, the next few weeks are likely "make or break" for legislative action. And while most don't see pesticide- or toxic chemical-related legislation moving anywhere in the waning days of the 111th Congress, hopes and concerns linger.
