Geographical Areas, Price Variability, and the Impact of Inflation on the Aged

The impact of relative price variability and geographic price variability on the consumption budgets of the aged over the period 1973 - 1980 are investigated. The motivation for this analysis is to see if systematic impacts were working against the aged during the 1970s by virtue of where they live. A further interest is in the equity of across - the - board, nationally - based indexing or cost - of - living adjustment mechanisms. An overview of the literature reveals that different analyses have concentrated on alternative time horizons, alternative levels of aggregation among households and commodity bundles, and alternative positions on a variety of technical issues such as the treatment of home ownership costs within the index. Following the literature review, the paper presents results of an analysis of inflationary impacts for older persons in alternative geographic areas. The performance of indices of Chicago, Detroit, Los Angeles, New York, and Philadelphia follows. The paper also presents a policy discussion of the implications of geographic variability for indexing mechanisms.
