The system has a database (1) for storing situations described by events (10) with the help of a conceptual data model, and a set of thematic analysis modules (2) for thematic analysis of data from the conceptual model. The conceptual data model integrates data classes and relationships used in crisis management, where the conceptual data model is achieved based on analysis of functions of a response cycle with crisis situations and analysis of the functions of a crisis management cycle.
