This paper addresses the use of the Third Echelon Test System, AN/USM-657 (V) (TETS) as a means of enhancing the support posture within the fleet. Today's naval forces are provided maintenance support from a variety of support activities, from both ashore and afloat. This maintenance support has proven to be costly and not always maintenance action conclusive, which can impact readiness. Using on-board Automatic Test Equipment (ATE), which provides test repeatability and accuracy, could alleviate this situation. However, other than the Consolidated Automated Support System (CASS) which supports Navy and Marine aircraft, ATE is not used to support the remaining shipboard equipment like radar, SATCOM or Electronic Warfare. Instead, support for this equipment is accomplished using special purpose test sets, general-purpose equipment, 2M Stations with its Huntron Tracker (AN/USM-646) and a gathering of Maintenance Assistance Modules (MAMs). Even with this array of resources, false returns to a support activity of an alleged defective Circuit Card Assembly (CCA) are common. For other weapon systems such as Aegis, the CCAs are returned to the depot for repair, which adds another cost burden. Hence, every effort should be initiated to evaluate the use of new technology as a means of improving readiness and reducing overall operational costs through more effective screening.
