摘要

Earthquake is an inevitable natural disaster, which is a serious threat to the security of the lives and the development of social economy, as well as to the country's social stability because of its paroxysmal and giant destructive characteristic. The experience of protecting against and mitigating earthquake disasters domestically and abroad in the past decades indicates that earthquake emergency and rescue is a necessary proceeding to reduce life losses when devastating earthquake occurs, whether earthquake prediction and fortification against earthquakes are fulfilled or not. What is more, nowadays, earthquake prediction is highly speculative and fortification against earthquakes couldn't pass a severe test, consequently, earthquake emergency and rescue is urgently needed.
