Ahead of the round of international climate change negotiations opening this week in Durban, South Africa, US President Barack Obama has struggled to put a positive face on the absence of a climate change policy resulting from political deadlock in Washington, and Europe has been struggling with collapsing prices on its carbon exchange and difficulties fostering renewables amid acute budget austerity (WGI Oct.26'11,p9). Exhibiting no such apologetic or troubled tone, China's State Council last week issued a white paper designed to allow the "international community to fully understand China's policies and actions for addressing climate change" in the five years to 2015.
