Indicated Shippers(Chevron U.S.A.,ConocoPhillips Co.)1 protested the Cold Springs storage Transporter's Use Percentage(%)(gas fuel)and electric power cost(EPC)charges proposed by ANR Pipeline Co.(RP09-428),and more specifically ANR's proposal to charge additional gas fuel and/or EPC charges for in-field storage transfers between the Cold Springs storage facility ahd ANR's other storage facilities.ANR's fling established a current gas fuel charge of 0.46%,plus a 1.60% true-up to adjust for gas fuel under-recovery,for a total gas fuel charge of 2.06%.The total rate is a substantial increase above the previous fuel period's gas fuel charge of 0.5% and largely attributable to the true-up for the gas fuel under-recovery in 2008.The Indicated Shippers requested more information from ANR and a technical conference.The Shippers and other parties don't believe it is appropriate for this pipeline company to charge additional gas fuel and EPC charges for in-field storage transfers.The Indicated Shippers further requested that the Commission reject ANR's proposal to include hurricane-related gas losses in its lost and unaccounted-for(L&U)component of the gas fuel rates.
