The delivery of comprehensive occupational health services by health maintenance organizations (HMOs) is proposed as a promising means of meeting the needs of the many workers and employers of small and medium size firms. This proposition is analyzed from two perspectives. The many benefits from a public policy perspective are outlined, followed by the presentation of the results of a feasibility study of a particular HMO, Rhode Island Group Health Association, developing and offering such a program. Important public benefits identified include the potential of HMOs for reaching large numbers of workers and the possibility of removing the artificial and obstructive barrier between personal and occupational health care. The feasibility of Rhode Island Group Health Association developing an occupational health program was supported by the analysis.
