The present invention relates to a vehicle control system through smart cruise control in case of cardiac arrest while driving using a smart band capable of measuring heart rate, and more particularly, when an emergency occurs to the driver of a vehicle while driving, the smart band capable of measuring heart rate is an emergency situation. It detects and transmits an emergency to the Bluetooth-connected smartphone, and the smartphone acquires vehicle control rights to the Bluetooth-connected connected car, stops the vehicle, and sends the location information of the vehicle to the smartphone to control the communication infrastructure of the smartphone. It relates to a vehicle control system through smart cruise control in case of cardiac arrest while driving using a heart rate measurement capable smart band that transmits the location of the vehicle to the 119 paramedics through the driver''s own life and saves lives by preventing secondary accidents.
